In the past we thought that the periodic trends in ionization energy (see the diagram above) were best explained by the fact that the electrons of the atom are moving faster than the ions are slowing down. This was the way we thought until we discovered that the ions are moving at different speeds than the electrons.

The periodic trends in ionization energy are explained by the presence of protons and neutrons in the atoms. Both ions are moving so fast that they ionize, but the ions move at a different rate than the electrons. This is what we see in periodic patterns of ionization energy.
